The major component of the NVCDC operation is its staff and Board of Directors that has extensive experience and knowledge in all facets of business, banking, finance, marketing and procurement.
Mr. Fountain is the President of NVCDC; he has been responsible for the day-to-day operations of NVCDC since 1989 when he left that position with NEDCO. Mr. Fountain has over 30 years of hands-on experience in banking, finance, marketing, accounting and procurement. He is the former President and founder of Enterprise community Federal Credit Union and owner of the first black Texaco convenience store in Las Vegas. He currently sits on many local boards dealing with economics, finance and procurement. He has a Masters, Bachelors and Associates in business, banking and finance.

Chief Washington is the Fire Chief for the City of Las Vegas responsible for a budget of over $100 million and a staff of over 670 persons. He has over 22 years of administrative and management experience.
Ms. Merritt has over 25 years of banking experience, spending over 18 years with Wells Fargo Bank working in every facet of banking. She is currently the Regional President of Bank of Nevada managing a budget of $10.0 million with a staff of over 20 persons.

Mr. Walker is a U.S. Army veteran who has experience in banking, business and teaching. He has a Bachelor Degree in Philosophy from the University of Nevada in Las Vegas and has taken classes in Computer Office Management from Education Dynamics Institute.

Mr. Martin has over 29 years of banking experience and currently is 1st Vice President and Commercial Loan Officer at Black Mountain Bank of Nevada.
Horacio Lopez

Mr. Lopez is the formal Deputy Director of NEDCO and past Executive Vice President of New Ventures, Inc. a business consultant company that provided DBE supportive services to the Nevada Department of Transportation for over 20 years. He's currently the owner of Southern Nevada Courier Services, a transportation & logistic company that provides pick up services to government and private business enterprises throughout Southern Nevada and the Nevada Test Site. Mr. Lopez is the Vice Chairman of the Nevada Taxicab Authority, Chairman of the Hispanic Business Roundtable, Board member of the Small Business Development Center and the Regional Business Development Advisory Board.

Ms. Ragland has been with the firm for 14 years and is currently a commercial loan officer responsible for packaging for both the lender and the Small Business Administration. She is responsible for interviewing clients, meeting with lenders, coordinating workshops and marketing with the many organizations that we are affiliated with. She has attended numerous training classes offered by the National Association of Development Companies (NADCO). Ms. Ragland served as the servicing and closing officer prior to her transition as loan officer (she will allocate 50% of her time to the contract).

Ms. Fountain has been with the firm for 8 years and currently is the Closing Officer for NVCDC. She works with the SBA’s closing attorney, the bank, the title company and the borrower to ensure that the loan is closed and funded in accordance with the written approval of the SBA. She also maintains our computer networking system. She has been trained to package and maintain files for SBA audits. Ms. Fountain has also attended many seminars and taken classes through NADCO. She has taken classes both in real estate and business and will allocate 35% of her time to the contract.
